Mushtaq s/o Muhammad Ishaq resident of Islamgarh was catching Fish from Mangla Dam with Hook. While he was catching fish employees of a Contractor (Fishing Rights Contract) arrived and stop him to catch fish. Afterwards he took him to Chakswari Police Station. Where SHO settle down the case and asked them to leave premises of Police Station.

Employee of Contractor take Mushtaq along with him in a hotel room where he tortured him. When Mushtaq become Unconscious they threw him on roadside.

People took Mushtaq in DHQ Mirpur in Critical Condition. SP Ch Munshi Khan took notice of this Violence and ordered to arrest Contractor Employees and start fair investigation.

Under the agreement of Fishing Rights Contract at Mangla Dam, Fishing ponds on the banks of Mangla reservoir would be used for anglers to enjoy their hobby.
